The Summing-up Meeting of Internal Control Construction of CQME

On 12 April 2013, Chongqing Machinery & Electric Co., Ltd. held the summing-up meeting of internal control construction. Yan Feng, the vice chief of the Enterprise Management Division One of Chongqing State-owned Assets Supervision and Administration Commission (hereinafter SASAC); Zeng Xun, the vice chief of the Financial and Assessment Division of SASAC; Yu Gang, executive director and GM of CQME; Ren Yong, executive director and vice general manager; Chen Xianzheng, secretary of the Board; Xiang Hu, vice general manager; Chen Yu, deputy financial controller; chiefs of all departments; leading officials of all subsidiaries; and Yu Lina, the copartner of Deloitte Touche Tohmatsu Certified Public Accountant (hereinafter DTT CPA) approximately 50 people attended the meeting. The meeting presided by Mr. Xiang Hu, vice general manager of CQME.

Yuan Fuqiang, deputy manager of Risk-control Department, introduced the situation of internal control construction of CQME and proposed the work idea of next step.

As the representatives, 8 enterprises such as Chongqing Cummins Engine Co., Ltd, Chongqing Machine Tool Group Co., Ltd, Chongqing Pigeon Electric Wire & Cable Co., Ltd, Qijiang Gear Transmission Co., Ltd, Chongqing Pump Industry Co., Ltd, etc. exchanged their experience in terms of internal control construction respectively. And then, Yu Lina, the copartner of DTT CPA presided over the seminar on how to promote and deploy the work of internal control and risk management.

Mr. Yan Feng and Mr. Zeng Xun spoke highly of the work of CQMEs internal control construction. They believed that CQME took the lead in carrying out the internal control construction and achieved a series of positive results among the Chongqing SASAC enterprises system, which provided valuable experience to boost internal control and risk management construction for Chongqing SASAC. At the same time, Mr. Yan and Mr. Zeng emphasized the importance of implementation of the internal control construction, and required CQME to evaluate and examine the internal control system regularly, as well as to involve the staff in harmonious enterprise culture.

Mr. Yu Gang, GM of CQME, highly appreciated the internal control system construction of CQME headquarter and subsidiaries. He took the internal control system as a solid foundation for CQMEs sustained development. In terms of the next step work of internal control construction, Mr. Yu emphasized the construction of internal control should get all staffs involved, and the leading officials take the responsibility to supply with necessary backup; the internal control construction should be combined with CQMEs operations management and serve the production and operation, and adjust to the market variation; all the staff should clear about the responsibility, intensify the examination and assessment, and implement systematically; all the staff should consider the comprehensive risk management based on the internal control system; the resource integration, resource unified allocation and resources sharing.
